Unable to create more than one VM in my trial account

Content (required):

I have created a trial cloud account which every employee is entitled to. My understanding is that I can create two compute VMs. I created two and then terminated one. Now I am not able to create one more VM. Error message says limit reached but I have only one active VM. Please advise
