Use Import LinkedIn Profile without ORC Subscription

We have Talent Management subscription and would like to implement Talent Profile and want to integrate with LinkedIn for importing profiles. 

We don't have Recruiting Cloud Licenses, however, we could successfully enable the Offering and tried integrating with LinkedIn, the integration was successfully for because it was test environment that we integrated with LinkedIn we could not test successfully. 

Before we do this in production, we wanted to confirm that can we use Import LinkedIn Profile with enabling IRC offering without the ORC subscription.
