Add Effective Date parameter value to report heading.

Hello everyone!
We are finishing a report/data model.
The last task is to add the value entered in parameter 'Effective Date' to the report heading.
We get the date/time but it is not for our time zone.
In this example, we enter Effective Date as '03-01-2022' but the report shows 'February 28, 2022 7:00 PM'. We think this may be GMT as we are in US Eastern time zone.
Is there a format we are missing?
