Stats duration override value doesn't work on test instance

Summary:

After adding several stats duration override values via Statistics API and applying them via Configuration - Statistics - Apply changes - 'apply Statistics API overrides only' on test instance it doesn't work e.g. activities created with the duration key that has been overridden value show default duration value instead of overridden one.
