Why does ORA_PER_MANAGE_JOURNEY_BY_HR give access to Employment Info and Compensation Info?

We have created a new role specifically for Journeys user, and should not have any other HR access. However when this role was added to the new role, the user now appears to have access to Employment Info and Compensation Info. When they select either of the quick actions, they are unable to get any search results.
What is the purpose of adding these two quick actions to the Journeys security, since they are not related actions.
How do we remove these quick actions from the Journeys user?
