Talent Review Meeting shows ratings saved by the reviewer

When a reviewer provides ratings via Prepare Review Content, he provides rating to his reports, saves it submit it. The ratings submitted by him will now reflect on his report's talent profile and also on the dashboard of Talent Review Meeting when facilitator is conducting is the meeting. This is my understanding and system is working as expected.

However, when the reviewer just saves the ratings, doesn't submit it,  I have doubt regarding this part. My understanding was this rating will neither reflect on report's talent profile nor on the meeting dashboard. Talent Profile part is working as expected, but talent review dashboard is displaying the ratings saved by the manager(which was never submitted). Is this an expected functionality?
