Is it possible to prohibit candidates from moving forward in CSW?

We have an integration that creates a verification case in ServiceNow based on a step/status and a submission UDF.

For example, if a candidate is in Screening step/Verification approval needed status, the candidate cannot be manually moved to the next step/status? They can only be moved via Web Services or TCC?
