How to write rule on exit region instead of field tab out?

Hello,

Our usecase to validate position Assignment Category against Working Hours to determine FT or PT status was conditionally approved noting "This is approved with a condition that the rule needs to written on exit region instead of field tab out."

This is a field modification rule and as written, it only appears to execute upon field tab out. What do I need to do to have it execute on exit region?
