Disable Performance Document Actions

Summary:

Have removed privileges and disabled Quick Actions and we still see the actions for the manager. Accessing via My Team>Goals and Performance Overview> click on employee name

We are accessing the Performance Document through the Goals and Performance Overview page. We wish to disable the following actions for the Manager: Cancel, Delete, Restore, Transfer, Reopen. The below privileges were removed from the Manager Role and we still see all associated actions when the Manager is accessing the performance document. Looking for some expert advice to resolve because I am at a loss. I have followed some of the threads where they show how to use page composer to remove the privilege and I can do successfully in the Evaluate performance page.
