How to use the 50 Columns for External Data in Compensation module?

If have multiple workforce compensation plans, are the 50 columns to be used between plans and cycles with distinct columns? Or can the 50 columns be used per each workforce compensation plan? Note, I did reach Oracle implementation guides but did not find much details. Thank you.
