Options to load custom Competencies or Skills profile content

Is there any option to load Competencies or Skills content other than HDL?

Content (required):

We have custom competencies and skills profile contents in place, requesting employees to update information. Now we are trying to bring more data for skills from outside Oracle, using mulesoft.

We would like to understand does Oracle supports web services to load competencies or skills content data, or only HDL is the option to upload data.
