Post 22A Assignment change FYI notices are not being delivered

Post 22A update, we've noticed that the FYI notices we have setup for "Change Assignment" workflow are not being delivered. I can see them in the "administration" view, but the end users are not receiving them (both in email and in HCM).

Post 22A update, we've noticed that the FYI notices we have setup for "Change Assignment" workflow are not being delivered. I can see them in the "administration" view, but the end users are not receiving them (both in email and in HCM). Is anyone seeing the same issue? i can't seem to figure out what is going on. we didn't change anything
