Custom resource alert to capture DELETED Record

Summary:

As part of withdrawal process, employee/admin can select to exclude the learners record form transcript. We are looking to trigger notification to learner in case of DELETED record also as it's a part of WITHDRWAL business process only. Lookign forward for the recommendations, as WITHDRAWAL alerts are not capturing the DELETED records if if we updates the status to include both
