Requisition Approval - List Builder Based on Supervisor Hierarchy + Additional Criteria

Hello!

We have a requirement to build a an approval workflow that traverses the Supervisor Hierarchy plus an additional Field on the Employee record.

Is it possible to build a custom list with the List Builder to meet this requirement? Would appreciate pointing in right direction. I have read through the documentation and it doesn't really have specifics regarding custom lists.
