Offering Enrollment directly without Course Enrollment

Is it possible to enroll directly to an Offering without enrolling to the Course first?

Content (required):

Currently the Employee has to enroll in the Course first, then the Offering Enroll gets enabled. Once the Employee press the Offering Enroll Button then another Approval is needed.

Is it possible to enable the Offering Enrollment by default without Enrolling in the course?

Currently we have set the "Initial Learning Record Status" to Active in the "Manage Catalog Defaults" page and on the Offering level as well.
