Benefits of Single BU across multiple LE vs separate BU for each LE

Designing Enterprise Structure for multiple BU

There is no direct relation between LE and BU(except when creating Org Structure).

So I wanted to know how can we design the Enterprise Structure.

We have a scenario were the company has multiple legal entity and has a very simple HR and Financial structure and they want location, grade, department or Job id not specific to one LE. So while designing the Enterprise Structure should we have 1 BU for each LE or 1 BU for all LE
