Standard Earning does not show Payroll Relationship Level while creating a element

Summary:

We are in process to setup a new Earing Element with Primary Classification as 'Standard Earning', Secondary Classification as 'Regular' and Category as 'Standard'

Did not see option 'Payroll Relationship' Level, it shows Assignment & Term

However, Information & deduction element shows three levels Assignment, Payroll Relationship & Term

Is there any setting to enable it?
