BI Publisher - Can you FULL outer join?

Full outer join in a BI Publisher is not behaving how I expect a full outer join should.

I need to do a full outer join on two sets of data and it's not behaving the way I expect.

A full outer join should match rows on the joining criteria and rows that don't match on either end of the query should be shown in the results with null values in the result sets from either source that didn't match.

I've tried to make a VERY simple query (below) that should deliver person_ID values from PER_PERIODS_OF_SERVICE (prompted in the data model) and all Legislation_Code values. The Person ID you filter for should appear beside their legislation but all other legislation codes from the PER_LEGISLATIVE_DATA_GROUPS_VL view should appear in the output.
