Why is Shipment Line UOM not same as Transfer Order UOM

Summary: When creating a Transfer Order using a UOM other than primary UOM, on the corresponding Shipment Line, the UOM is displayed in primary UOM of the item. Is there any method so that the Shipment Line UOM is same as the Transfer Order UOM?
