My worker, 1001025, is already enrolled and the LE is still open for 1/1/22. When I enroll via the UI I am able to select the above people to enroll as benefits. When I attempt to upload the above via HDL, I get an error for ALL people in the file: The message is Error :Error : Please ensure that the participant is enrolled into the Plan.
