Instance Qualifiers- Ratings from Learning, Performance and other areas

Hello Experts,
I'm trying to determine- how we configure which ratings are pulled into performance and talent reviews when ratings for content are provided through learning.
For example:
competencies can be configured as learning outcomes with ratings, but these competencies can also be pulled into performance through job profiles.
Assume that the rating (3) is provided for competency A by the manager through performance review. This then gets added on the competency section on that employees talent profile.
Additionally, the same employee completes a course in learning, and achieves another rating (4) as a learning outcome. This is also updated to the same competency section on the employee's talent profile.
