Missing Public IP Address

Summary:

Program can't bind to public IP address

Content (required):

I'm running a Waterfall (A fork of Bungeecord for those in the know) proxy on OCI for my Minecraft servers hosted locally. For whatever reason Waterfall seems to need me to specify the IP address as well as the port in the config. When I do, it says "Could not bind to host /<IP address>:<port>".

The Compute instance running Waterfall doesn't show a public IP address when I run ifconfig, even though looking at the instance from the web portal it says it has an IP address.

Does anyone know what could be causing this or have any ideas how to fix it?
