Offer Letter Template List in Offer Grid Not Displaying Offer Letter Templates

Have a candidate that came through, accepted offer and started onboarding. Recruiting wants to back track offer to include the relocation amount so it gets paid. 

Before I got to it they had rescinded the offer and moved the candidate back to the "to be hired " step and canceled the onboarding process. Now we are trying to create the new offer letter but when we fill out the grid and select and offer letter template to send, all it displays are what looks like currently employee templates relating to password change, etc.

Is there an extra step to do or a certain status the candidate needs to be in to open back up the original internal, external, etc offer list?
