Employee Role Unable to Access Tax Withholding

We are running into an issue with new hires being unable to access Tax Withholding. When selecting Tax Withholding Icon we receive "Error - Access Denied"

We are using a custom employee role, but I have also tested this with the seeded employee role with no luck.

We are not using the payroll module within HCM, but i know this is still an accessible area without payroll.
