Cannot create New public SmartTexts

Hi,

Business user granted below role however, suddenly (may be after an upgrade?) recently 'New SmartText' option is greyed out.

ORA_ZCA_ACCESS_GROUPS_ENABLEMENT_DUTY

SMART_TEXT_ADMIN_CUSTOM


Checked 'SVC_ENABLE_STD_TEXT_IN_SR' option it is enabled in Site level.

Latest upgrade 22B.

What permissions to be added to create SmartTexts?
