Add Note not enabled under Actions in Talent Review Dshboard

Summary:

Hi All,

In the Talent review template, we have enabled the Add Notes,Add Task checkboxes.But, when we login as Manager and Under the dashboard, Actions button Add Note is greyed out.Attached screenshot.Can anyone pls let me know if we are missing anything.I have selected employee and then clicked on Actions.
