Journeys Initiated with Action "Create Offer"

I'm looking for some guidance or information on the use of the "Create Offer" action in defining a Journey.


Content (required):

We are implementing ORC and are trying to leverage Oracle functionality to accommodate some of our current external processes. For example, we have a recruitment admin who takes care of role-specific checks as well as general tasks such as a "Google Search" for the candidate. As we are using Journeys for onboarding, we thought we'd try assigning a "Prehire" journey assigned to the recruiting admin. I thought that a worker, pending worker, or contingent record needed to first exist prior to assigning a journey, then I saw the "Create Offer" action as an option.
