Pending worker creation - Move to HR

Summary:

We are using ORC and pending worker records are created with the Move to HR action. We have a couple of new hires that we noticed were moved to HR today but their pending worker record is not effective until tomorrow. I am pretty sure they usually get created with the same day effective date? This is causing issues because the checklist tasks get allocated based on add pending worker and the one's that go to the Manager are not navigating properly, since their is no active record as of today (allocation date). Any advice?
