Unable to add an attachment in Licenses and Certifications using "click to add attachment > Add File

I enabled the Attachments region following the steps in the attached document. I'm able to drag and drop documents, however I'm not able to add attachments by clicking the link and then selecting Add File from the drop-down. Nothing happens.

has anyone else experienced this? What am i missing?
