Bill Management email notification not triggering to the registered customer contact

We are able to register cutomer contact in 'Manage Bill Management Registration'. After, the status changed to Registered, no email notification is getting triggered to registered email id of the customer contact. Ideally, an email should be generated containing login url and credentials details to the registered email id of customer contact.
