Pending Worker's Access to Application Task - Error Message

Summary:

Occasionally, 1 or 2 pending workers will have issues trying to access pre day one application tasks (Direct Deposit or updating personal information). The pending worker role used has all needed permissions to complete the task. This issue only arises for some pending workers.

They will receive the following error message: You can't access this task because you either don't have access or the task is no longer available.

Note: Other pending workers don't have issues. This is a spontaneous message for some pending workers and not all.

Does anyone know the reason for this error message?
