user with predefined Viewer role cannot access FRS reports

Hello everyone,

I have seen in the past that Viewer could access reports if I remember correctly. Is this an expected behaviour from recent updates?

The user in question has the predefined Viewer role and is unable to open a report due to insufficient access privileges.
