Meter Reading Role for Maintenance Technician

Summary: We need a Role for Asset Meter Reading only. Maintenance Technician does not have authority for Recording Meter Reading. I do not want giving Manager authority. I tried different option for example Adding Role Manage Meters but it did not work. Please provide some guide lines.
