Are HCM Params not working on classic UI?

Our rule using the Person object is working as expected using HCM params in RUI pages. We noticed that the same rule does not work as expected in classic UI. After narrowing down, the issue seems to be with HCM params. Can you confirm if HCM params can be used in classic UI? We have checked component properties for the fields and there is no main difference.
