Workers Without managers report - results changed?

Summary:

We are now on 22B and I've noticed in our current cycle we are running in WFC that the workers without managers (the delivered report under View Administration Reports) seems to include more employees - all those that are ineligible (due to terms across our cycle timeline). I don't recall seeing all these ineligible workers in this report in the past. I went back and looked at a prior cycle from last year and the workers without managers report for that cycle only shows those in eligible or limited status. Did something change with 22B that I missed that now
