Criteria for Manual Check for Duplicate Candidates

Hi - The Duplicate Check indicator/bar requires name + a minimum of 1 additional attribute to display a rating/score. And depending on the number and combination of attributes, the score is determined.
However, for identifying potential duplicates on the "Check Duplicates" page, does the system follow the same criteria (name + attributes) or are potential duplicates also identified on the basis of only First and Last Name ?
Example: If I have 2 candidates with the exact same First and Last names, and no other common attributes, would they be recognised as potential duplicates on this page ?
