Refund on the receipt not found

Summary: Hi all!

Kindly note the following:

From receivable module --> go to account receivable --> taskbar --> manage receipt --> choose your receipt --> edit --> In receipt detail header --> actions --> more --> the "Issue Credit Card Refund" & "Create credit card charge back" cannot be selected.

Is it a role issue? if so can you please let me know what role should I give to the user.
