Requiring Pre-Hire Journey

Hello,

What are others doing for their Pre-Hire Journeys? We have a requirement to complete the Pre-Hire Journey before a Pending Worker can be converted. However, many users are still converting Pending Workers without ensuring completion of the Pre-Hire Journey. Is there any way for us to mandate the Pre-Hire Journey before a user can use the Convert action?

Some thoughts I had, but I'm not sure if any are possible: Fast Formula, Approval Rule, Contextual/Guided Journey...

Are there any ways for us to achieve this?
