Override hiring manager details at offer step

Our organization uses position management and has hit blockers at the offer step where, most often due to an unexpected leave, the system selected hiring manager is not the one that should be used.

How do we override the hiring manager once we are at the offer step without creating a new requisition. This has come up recently due to sudden leaves but we are also concerned about a scenario where the hiring position has 2 incumbants (due to overlap of an upcomming retirement) and the more tenured (retiring) manager will be selected by the system as the manager for the offer.
