How can you see the configure in workbook for % or amount?

I know that this can be enabled in Actions by selecting "Configure in Workbook". However, I cannot see this action on the compensation worksheet. Any thoughts? I am thinking that this might be a bug. Thanks. Note, we are in 22A.
