is it normal to take so long to verify the upgrade process ?

Can't upgrade plan to Pay As You Go

In the [Upgrade and Manage Payment] dashboard it shows that my "account upgrade is in progress" after almost 2 days of adding a Payment Method (credit card), and i didn't receive any confirmation email (spam checked).
