How to have additional service fee as a percentage of each transaction at header level

For Example : User has created a transaction of USD $1000 at the time of transaction completion system should create service fee of USD $200 i.e. 20% of transaction amount.

                            Total transaction value will be USD $1200. This should be generated automatically at header level and other than taxes.
