Agents Unable to create and search for candidates

Hello,

We are currently rolling out Agency Hiring, but I am unable to search for candidates and create candidates when logged in as an Agent. The agent I am logged into the application with has the delivered Recruiting Agent role. Any ideas as to why this functionality is not working as expected?
