Can One Time Delivery Address be used directly in Purchase Order using webservices?

Can One Time Delivery Address be used in Purchase Orders using webservices, without the use of Purchase Requisitions?

We want to integrate Purchase Orders including Ship To Addresses which are not always maintained in Oracle. Because the addresses can vary frequently from PO to PO, we don't want to create new locations every time. We intend to use One Time Delivery Addresses as a solution for this, but I'm not sure if this is possible when loading Purchase Orders.

All documentation describes Structured and Unstructered One Time Delivery Addresses can be used in Purchase Requisitions, I can't see anything particular for PO's.
