Proposed position list

How can we restrict promoted position list, is there any way we can apply check so only vacant position can be displayed?

In promotion workforce compensation Plan, we need to restrict proposed potion list, right now it's showing all position but our requirement is only those position need to be displayed which are vacant.

Is there any option available in system.
