Need to maintain compensation specific sensitive Master Data and use them in worksheets

Summary:Client has their own Benchmark Data which is attached with this problem statement. This cannot be mapped to either Market Composites or external Data of compensation. Maintaining it in User Defined Table(UDT) will result in unauthorized access to the same Data to other Payroll Users. Payroll is also implemented in the same environment. Given the fact that UDT access cannot be secured based on roles(Enhancement Request associated with it). Can somebody suggest an alternative to maintain this data?
