Allow only Potential Assessment Questionnaire to update the rating

Currently, if you click Prepare Review Content and there is a edit button and it allows you to edit the rating directly there. We don't want managers to enter the rating directly but complete the questionnaire to get the rating. If we remove content section access then it also breaks the questionnaire.
