Summary:

I have a free tier account. and I use only home region.

When I try to create a Reserved Public IP, I cannot create a reserved IP(limits were exceeded).

So I checked the limit of the IP. But it doesn't reach its limit.

When I try to create a Reserved Public IP, it gives me this error message:

The following service limits were exceeded: reserved-public-ip-count. Request a service limit increase from the service limits page in the console.
