Unable to use the requisition that had its linked PO canceled

Summary:

The user reported to us that he canceled a PO (PO006606), but he cannot use the requisition that generated this PO again, to create a new PO.

Why was the user unable to unlink PO006606 from this requisition, so that another PO can be created in its place?
