Oracle Linux: Boot Failed With Error: "systemd[xx]: Failed at step CGROUP spawning /sbin/****:

Linux OS - Version Oracle Linux 7.0 and later

Information in this document applies to any platform.

SYMPTOMS:

During boot, some service fails to start.

The logs below show the problem in iscsid service, but the same problem might happen in other services:  

-- Subject: Unit iscsid.service has begun start-up
-- Unit iscsid.service has begun starting up.
May 07 04:02:20 <HOSTNAME> systemd[1892]: Failed at step CGROUP spawning 
/sbin/iscsid: No such file or directory
-- Subject: Process /sbin/iscsid could not be executed
-- The process /sbin/iscsid could not be executed and failed.
May 07 04:02:20 <HOSNAME> systemd[1]: iscsid.service: main process exited, 
code=exited, status=219/CGROUP
-- Subject: Unit iscsid.service has failed
-- Unit iscsid.service has failed.
May 07 04:02:20 <HOSTNAME> systemd[1]: Unit iscsid.service entered failed state.
May 07 04:02:20 <HOSTNAME> systemd[1]: iscsid.service failed.
